The Alliance’s Theory of Change to end AIDS among people who use drugs guides the development of our harm reduction programmes and advocacy.
The document sets out the changes we want to achieve for people who use drugs, the responses we will make to achieve these changes, the desired outcomes, and the preconditions that need to be in place for the changes to occur.
This Theory of Change will help us better articulate and evaluate what we do in the area of harm reduction, and will provide a tool for learning and reflection across the Alliance and beyond.
