Adocacy Strategy Framework

<p>The idea of developing a theory of change is now a well-accepted practice among funders and their grantees. Less patience exists, however, with the tools available for articulating theories of change. Common complaints are that they can be too linear, too removed from context, and too restricted in their ability to facilitate thinking about how strategies need to adapt over time. This is especially true for advocacy, where theories and their associated strategies may need to shift in response to a variable political context, or if advocacy tactics are not as effective as anticipated.</p>
<p>This brief offers a simple one-page tool for thinking about the theories of change that underlie public policy advocacy strategies.</p>

<p>The tool—labeled the advocacy strategy framework—has several advantages over more familiar linear box-and-arrow theory-of-change tools:</p>
<ul>
<li>As advocacy is not predictable or linear, the tool does not force linear thinking.</li>
<li>It offers a place to start, rather than a blank page.</li>
<li>It helps advocates to think more specifically about audiences—who is expected to change and how, and what it will take to get them there.</li>
<li>While theories of change often consider advocacy strategies in isolation of other efforts, this tool helps to think about how other advocates (like-minded or in opposition) are positioned.</li>
<li>It prompts thinking about useful tactics and meaningful interim outcomes.</li>
</ul>

<h2>Background</h2>
<p>Despite the increasing popularity of the theory of change (ToC) approach, little is known about the extent to which ToC has been used in the design and evaluation of public health interventions. This review aims to determine how ToCs have been developed and used in the development and evaluation of public health interventions globally.</p>
<h2>Methods</h2>
<p>We searched for papers reporting the use of “theory of change” in the development or evaluation of public health interventions in databases of peer-reviewed journal articles such as Scopus, Pubmed, PsychInfo, grey literature databases, Google and websites of development funders. We included papers of any date, language or study design. Both abstracts and full text papers were double screened. Data were extracted and narratively and quantitatively summarised.</p>
<h2>Results</h2>
<p>A total of 62 papers were included in the review. Forty-nine (79 %) described the development of ToC, 18 (29 %) described the use of ToC in the development of the intervention and 49 (79 %) described the use of ToC in the evaluation of the intervention. Although a large number of papers were included in the review, their descriptions of the ToC development and use in intervention design and evaluation lacked detail.</p>
<h2>Conclusions</h2>
<p>The use of the ToC approach is widespread in the public health literature. Clear reporting of the ToC process and outputs is important to strengthen the body of literature on practical application of ToC in order to develop our understanding of the benefits and advantages of using ToC. We also propose a checklist for reporting on the use of ToC to ensure transparent reporting and recommend that our checklist is used and refined by authors reporting the ToC approach.</p>

Using Theory of Change to design and evaluate public health interventions: A systematic review

<p>Throughout 2015, BetterEvaluation partnered with the UNICEF Office of Research – Innocenti to develop eight impact evaluation webinars for UNICEF staff. The objective was to provide an interactive capacity-building experience, customized to focus on UNICEF’s work and the unique circumstances of conducting impact evaluations of programs and policies in international development. The webinars were based on the Impact Evaluation Series – a user-friendly package of 13 methodological briefs and four animated videos – and presented by the briefs&#8217; authors.</p>
